Los miembros de la Cámara de Representantes y del Alto Consejo de Estado, reunidos en Bouznika, subrayaron que el fin de la fase de transición debe pasar por elecciones libres basadas en las leyes elaboradas por el comité conjunto 6+6 de los dos consejos, y saludaron la cooperación con la Misión de Apoyo de las Naciones Unidas en Libia para resolver la crisis.

‎En la declaración final del jueves, los miembros indicaron que los dos consejos estaban trabajando para abordar las diferentes vías, en particular las elecciones y la reestructuración del poder ejecutivo, subrayando la continuación de la comunicación entre las presidencias de los dos consejos para lograr un consenso nacional y unificar las instituciones soberanas divididas.

‎Los miembros anunciaron su acuerdo sobre un proyecto para la fase preliminar destinada a reestructurar el poder ejecutivo y abordar otras cuestiones importantes. Las disposiciones más importantes del proyecto de acuerdo incluían la reestructuración de la autoridad ejecutiva de conformidad con el artículo (4) del Acuerdo Político Libio, la definición de los poderes de cada uno de los dos consejos, la formación de un comité conjunto para revisar el mecanismo de selección propuesto en El Cairo y presentar propuestas de enmienda, además de establecer controles para garantizar que el gobierno opere de manera transparente.

También acordaron formar un comité conjunto para establecer normas y mecanismos para la distribución justa de los presupuestos de desarrollo a las localidades, apoyar la eficiencia de las estructuras locales y desarrollar propuestas para apoyar la transparencia y combatir la corrupción. El acuerdo también incluyó la formación de un comité conjunto para comunicarse con el Comité (5+5) encargado del expediente de seguridad y presentar un plan para apoyar su trabajo, incluyendo la restauración del control estatal sobre las fronteras y discutir la retirada de las fuerzas extranjeras.

Los términos del acuerdo también incluyeron la formación de un comité conjunto para establecer criterios para la candidatura a cargos soberanos y un mecanismo de selección que asegure el consenso estipulado en el acuerdo político. El acuerdo inicial también incluyó la formación de un comité conjunto para proponer legislación y hacer un seguimiento de su implementación en el expediente de fondos de contrabando y lavado de dinero, y solicitar al Banco Central de Libia que asigne fondos para implementar el proyecto de censo nacional general y reorganizar el número nacional.

Está previsto que los comités presenten sus informes finales para su aprobación por los dos consejos dentro de un mes a partir de la fecha de asignación. Según el acuerdo, la próxima reunión de los dos consejos se celebrará en la ciudad de Derna el 19 de enero, para emitir el acuerdo final para la etapa preliminar y anunciar el inicio de la implementación de los resultados del trabajo de los comités.

Bouznika meeting's statement reiterates support for 6+6 committee's election laws

The most important provisions of the draft agreement included the restructuring of the executive authority

Members of the House of Representatives and the High Council of State, who held a meeting in Morocco's Bouznika, stressed that the end of the transitional phase must pass through free elections based on the laws drafted by the 6+6 joint committee of the two councils, welcoming cooperation with the United Nations Support Mission in Libya to resolve the crisis.

‎In the final statement on Thursday, the members indicated that the two councils were working to address the various paths, most notably the elections and the restructuring of the executive authority, stressing the continuation of communication between the presidencies of the two councils in order to achieve national consensus and unify the divided sovereign institutions.

‎The members announced their agreement on a draft for the preliminary phase aimed at restructuring the executive authority and dealing with other major issues. The most important provisions of the draft agreement included restructuring the executive authority in accordance with Article (4) of the Libyan Political Agreement, defining the powers of each of the two councils, forming a joint committee to review the selection mechanism proposed in Cairo and submit proposals for amendment, in addition to setting controls to ensure the government operates transparently.

They also agreed to form a joint committee to set standards and mechanisms for the fair distribution of development budgets to localities, support the efficiency of local structures, and develop proposals to support transparency and combat corruption. The agreement also included the formation of a joint committee to communicate with the (5+5) Committee concerned with the security file and submit a plan to support its work, including restoring state control over borders and discussing the withdrawal of foreign forces.
