Saddam Haftar en presencia del primer ministro del gobierno libio Osama Hammad toma la iniciativa con la empresa emirati, firmando con Mohammed Al-Bar, el propietario de la Malaka Construction Company para el diseño e implementación del proyecto Zona Libre de Bengasi y una serie de proyectos que se implementarán en próximos períodos con la Agencia Nacional de Desarrollo.
Dicha firma fue posible tras las gestiones iniciales del general Khalifa Haftar que es el que ha dado paso a este nuevo protocolo que abre vías de desarrollo en Libia de la mano del gobierno de Benghazi.
